this issue of lack of maintenance has been something I've talked about for years regards everything in St. Lucia - I'm sure many ppl have done the same. Hadn't thought about the issue of who keeps the NGOs in check though - a valid point. I'm not sure I get the spreadsheet thing though, that's completely unclear from the talk - will have to look it up. But whether it's hardware that's installed or training done - the follow up is what makes it all actually truly 'aid'; otherwise, for true, it's just spending donors money and pretending people's needs have been met.
Teach people to maintain their hardware or their business and provide incubation until they can stand on their own...then you'll have done good work.
